George Lewis has put a lot of effort into IOD to keep all relevant data
from an observation into one entry. Your two locations about 700 m apart
stretch the limit of this, corresponding to a 0.1 second time error and
up to 1/4 degree for a LEO. IMHO you should use a different station no.
for the secondary. (My two locations are 28 km apart, but I don't have to
move more than +/- 50 m within them to get good visibility in all directions)
