It's easier to demonstrate than explain in words. But something like this - you turn your binoculars rapidly (perhaps twice a second) so that the satellite appears as a circle of light. You can then count the number of flashes in the circle. I'm sure the flash period can be reported, but I'm not an expert on that. David.
