I certainly have no knowlege or influence that would allow me to
answer that particular question.  My *opinion* is that, during a
time of crisis, USSPACECOM should refrain from publishing elsets
of such objects launched by any country that is cooperating with
the USA during the crisis.  Longer term, it would seem to me to
be advisable to include unambiguous definitions of triggers and
procedures for elset witholding by USSPACECOM as terms within a
treaty between the USA and the other country, with quid pro quo,
of course.

This discussion seems to me to be veering off-topic for the list,
and I will not respond further along this line.
