    I have generated this point based upon Steve Newcomb's report that the object
    passed about 1.5 deg below Beta Draco at 01:16:10 UTC:

    It suggests that the mean motion may be around 6 revs/d, but it considerably
    degrades the residuals of any orbital solution.
    
    Time-stamped images or accurate descriptions that could extend/improve the arc
    would be appreciated.
