    Telstar 402 never got a Noradnumber or Cospar ID. It disintegrated in 
    geosynchronous transfer orbit at the time of pressurisation of the 
    propellent tanks for the geosynchronous orbit injection.
    Norad# 23249 is the Ariane 3rd stage, that launched Telstar 402, and was 
    given the Cospar ID 1994-58 A.
    
    So the tank belongs to the 3rd stage.
