Ah soon 2 more bright sat's on orbit, ie Japanese IGS launch on Sept 10

    Sometime between 3:00 - 6:00 UTC on Sept 10, a japanese H2A rocket will liftoff, with the IGS 
    satellite. Be nice to have 2 more bright satellites in orbit to observe, the IGS satellite and H2A
    rocket.
    
    The more bright sat's, the better.
