I carefully examined the video I have of the attempted pass of TiPS on 31 August but besides seeing two Cosmos objects there was no sign of TiPS. If the satellite had been within a minute or so of the predictions I think I would have seen it so I suspect whatever happened to TiPS happened before 31 Augsut 2006.
