ISS orbit boost on Sept 24 and Close Encounter of the Strela kind

    Nasa is saying they will raise the ISS orbit on Sept 24.
    
    They had thought about rasing it's orbit today, due to a Close Encounter of a Strela rocket.
    There's only one in orbit that I see, is catalog number 28099.
