This sounds like a typical high altitude balloon observation to
me.....although I stand to be corrected.
Calsky.com gives the following info about balloon launches within your
region
82 km EMDEN-FLUGPLATZ, GERMANY. Launches at 4:45 UTC, 10:45 UTC*,
16:45
UTC, 22:45 UTC.
139 km BERGEN, GERMANY. Launches at 4:45 UTC, 10:45 UTC*, 16:45 UTC,
22:45 UTC.
Of course upper wind speeds and direction would need to be checked , but
there's every chance this is what you saw......or perhaps even
a smaller childs novelty balloon.
