I have extended the arc to include Brad Young's observations of Sep 15 UTC:

    Lacrosse 5 r 9.8 3.0 0.0 4.8 v
    1 28647U 05016B 08262.07240384 .00000113 00000-0 82192-5 0 00
    2 28647 57.0259 245.0197 0163539 36.5318 324.6738 14.93163059 02
    Arc 2008 Sep 15.07 - 18.09, WRMS residuals = 0.026 deg

The arc is short, so the elements are likely to be revised somewhat after
    additional observation.

Analysts, please note that Brad's three points were in doubt due to the large
prediction track error at the time of reduction. My subsequent observations
provided the basis to identify the correct reference stars of his first two
points, yielding the reductions below, which I used in the above analysis; the
correct stars for the third point remain elusive, so it has been removed from
    the analysis.

Finally, please note I removed my point of Sep 17 UTC from the analysis, because
it seems to be off in time and track.
