    The orbit is reminiscent of a piece debris from Vortex 5 (88077A / 19458), which failed in GTO, that
    was discovered in 2002 by the late Ron Welch, and also observed by Tony Beresford:

    Ron observed it flashing to 2nd and 3rd magnitude at range >40,000 km, and timed a number of them,
    from which Tony derived a period of variation of 35.72 s. Tony also observed the bright flashes, at
    similar range, and confirmed the flash period.
    
    Int2 propagates it to the following elements today:
