First, I used as many points as possible, over as long an arc as possible, in an effort to obtain an accurate mean motion. Finally, I fixed the mean motion, and then adjusted RAAN and mean anomaly to Brad's obs. I caution that the orbit is not fully determined (inclination and eccentricity are assumed values), so predictions will prove less accurate than implied by the residuals shown.
