LB Obs 2016 Sep 08-09 night

The night started with nice clear skies, but soon a large field of clouds
passed by. It cleared then a bit, but again clouds.
Checking around 22 UT shows it started to clear again. At first only a few
scattered thin clouds, then clear skies the rest of the night.

31702 07 027B 20160909011420639  F with P ~ 11 sec.
19460 88 078A 20160909012144890  R with P ~ 0.6 sec.

29393 was 5 sec late on 2 day old TLE, most likely due to a bit too high
decayrate in the TLE based on the last obs.

Possibly recovered the following satellites with old TLE´s:
11745, 13844 and 07816; see residuals below.
