Updated Ofeq 11 search elements

Brad Young reported an observation of what appears to be Ofeq 11 (16056A / 41759).

It was about 130 s late and close to the track predicted by the revised 71991 search TLE that I posted on 2016 Sep 16
UTC. The epoch of that TLE is at the estimated time of first apogee, when the first perigee-raising was expected. The
updated TLE below was obtained in two steps. First, I  adjusted the mean motion, RAAN, and eccentricity (with perigee
held constant) of the 71991 TLE. Finally, I propagated the mean elements of the result to the epoch of Brad's
observation.

Since the time of launch and first apogee are uncertain, the above is more uncertain than usual. Observers should allow
for at least a couple of minutes of prediction time uncertainty per 24 h from epoch.
