OTV 4 recovered

Greg Roberts has reported off-list that he recovered OTV (15025A / 40651) last night, running about 20m28s early
relative Mike McCants' last TLE, which was that of epoch 16234.78004272. 

Greg has yet to reduce his observations, which he expects to report tomorrow. In the mean-time, the following may be
useful to pick up the trail tonight. The mean motion is unknown, but the spacecraft has alternated between about 15.72
rev/d and 15.856 rev/d. If the pattern holds, then it is now in the latter, in which case the following TLE should be
close.

I recommend allowing for at least a 2 min. early-arrival, and a much later late-arrival.

José Luis Ruiz Gómez reported a possible sighting on 2016 Sep 18 at 04:57:47 UTC. OTV 4 may have passed at about that
time, but the described track (I cannot detect it on the image) seems too far from the expected track for a match.
