Unique unknown satellite

Hello Everyone,

This is my first post to the mailing list.  I have been observing
satellites for 16 years from my present location and had yet, until last
night, to see what I saw.  Unfortunately, Heavens-Above was unable to help
in identifying it, as nothing was listed as passing on that track, at that
time.

If someone could identify this satellite, I'd be very appreciative.

Time:  20-SEP-2016, 0305Z
Location:  Placerville, CA
Track:  from about 290 degrees true, to about 75 degrees overhead to the
north, to about 110 degrees true
Brightness:  variable, period of about 10 seconds, from about -1 to 5
Speed:  very fast; fastest I've ever seen; three times the relative speed
of the ISS
