Paul Maley also reported Ofeq 11 a no-show on Sep 19 UTC, at the same time that Brad did not see it. Paul had a far
better pass, so this tends to confirm that it had manoeuvred by then. He observed from -1 min. to +5 min., during which
he probably should have seen an object in the 77778 search orbit. 

I have created a search TLE based on a manoeuvre one apogee earlier that the 77778 TLE, which defines the approximate
earliest time of arrival:

The 77777 TLE defines the approximate latest time of arrival:

Generous prediction time uncertainties are recommended.
