Ron -   Ofeq satellites are generally bright - about mag +3 when rising 
in the east because the phase angle is near optimum since the sun has 
recently set but it fades rapidly as it heads westward and by the time 
its near the meridian it has faded several magnitudes. Past the meridian 
they are very faint - mag 8 or even fainter so the secret is to get them 
low down as they come out of the earths shadow and heading westward.
