I have observed the Okean - O rocket (25861) three times, and all three times I didn't notice it flashing. It is a nice bright satellite. I remember last year looking at it and it was flashing. I also watch I think norad# 26070 and it is a ok flasher. I was watching superbird A last night and listening to CHU canada the source of time signals in canada, I decided to attempt to time the flashes.
