    I found FIA Radar 2 about 150s early for my 0642UTC pass and 165s early 
    for the 0824UTC pass and on the same track.  I can approximate the 
    change in orbit to my obs with a 8.7 degree addition to mean anomaly of 
    the classified tle with epoch 12101.92208334.
