There was a similar nav warning in April last year, analyzed by Marco Langbroek here:

Launch from the Barents Sea north of Murmansk, impact in the East Siberian Sea.
The same impact zone has been announced for this launch as well:

Obviously some kind of missile test. Not space-related.
