The term 'NORAD ID' is outdated. NORAD has not been involved in the
Satellite Catalog (SatCat) since the early seventies of the previous 
century.
Since then several other military organizations have been involved.
Currently the 18th Space Defense Squadron (18th SDS) is responsible for
the maintenance of the SatCat. Space-Track.org is no more than the
interface between the 18th SDS and 'the outside world'.

So the 18th SDS assigns the Catalog Numbers and publishes the
(non-classified) TLEs via Space-Track.org.

As far as I know the International Designators (sometimes also called
'COSPAR numbers') are also assigned by the 18th SDS.

When a batch of small satellites are launched, I try to identify them using
doppler curve matching.
