I have the impression that the factor of 100 difference between properly stating a 1950 or 2000 epoch for an observation and properly specifying a geodetic reference frame makes this dicussion about the latter not-at-all comparable. Since I am quite happy with 500 meter accuracies, I can't get excited by potential sources of error of 100 meters. So just specify lat/long to 3 decimal places and forget it.
