Any ideas of what satellite is being discussed?

The following article mentions a Russian satellite launched last October whose "behaviour [sic] on-orbit was inconsistent with anything seen before from on-orbit inspection or space situational awareness capabilities, including other Russian inspection satellite activities".


Any clues as to the identity of the satellite or its anomalous behavior?
