It disagrees with the reported IOD formatted observations. I derived an approximate circular orbit: 1 70000U 21211.87465277 .00000000 0 0 2 70000 52.6766 231.0970 0001000 .0000 54.0495 15.06487474 0 It looks like a Starlink orbit, but I am unable to match it to a specific satellite.
