Tianhui 2 Launch - NOTAM Error

NOTAMs for launch on August 18 included times that were off by ten minutes.

The explanation is that China uses two distinctly different azimuths for Taiyuan launches to Sun-synchronous orbit. They differ by 2.5° in RAAN at orbital injection.

This launch was targeting a specific RAAN. The NOTAM used times based on the 'wrong' launch azimuth.
