Lacrosse 3 vs. 25017 elements conflict?

This seems a bit odd.  Here's a line from a line from satwk44.rpt on 
what we've been calling Lacrosse 3:

1997-064A    USA 133         25017   US     24 Oct No current elements

and here's a similar line from (Mike M's format of) the 1997-10 SSR:

25017 97-064A  USA 133               US   10/24/97 NO ELEMENTS AVAILABLE

I didn't really think they'd give me Lacrosse 3 (or USA 133) elements, 
but, out of curiosity I guess, a little while ago I requested 25017 
from OIG and got the following elset ... and noticed that they have it 
as 90103D (a fourth part of the USA 66/Navstar 22 launch)!  

Satellite number = 25017

Is this a real object?  If they continue to issue elsets for this 
object, should we give Lacrosse 3 or it a different catalog number 
in our elsets, or what?
