OIG BBS is having problems

I'm having problems logging into the OIG BBS, and I'm aware of at
least one other person having the same problem.  It seems that the
system insists I'm a new user each and every time I login, and then
once I get past the registration process I can't download anything
because my download limit is a huge *negative* number.

I sent an email to sysop@oig1.gsfc.nasa.gov on Tuesday, and have yet to
receive a response or acknowledgment.  If anyone is encountering this
problem and you haven't notified the sysop about it, I think it would be a
good idea to send him email explaining your predicament.  I emailed another
Seesat subscriber, and he indicated his automated telnet scripts are
still able to connect properly, so the extent of the problem isn't
universal (yet).

I'm also encountering severe timeout problems while trying to connect to
OIG, but that isn't OIG's fault because I'm getting timeouts and broken
TCP/IP connections for many other internet locations.  A trace route shows
the bottleneck appears to be 135.206.251.6 (maeeastbr-aip.att-disc.net)
