Urugan and UnId

    Observed the Urugan payload A for several minutes, at edge of visibility
    could not determine if the variation in magnitude was a rotation or atmospheric
    disturbances.......
    
    99999 is an UnId I was able to time while waiting for 26988 which I could
    not acquire.  I couldn't match the UnId to anything after several alldat
    searches, so knock yourself out, or can someone put together an elset based
    on the above data for later observation?
    
    Observed a -2.0 or brighter flare by Ir 54 on time, low
    in the south and through the bare branches of a tree, at
    25d elev.
