    Preliminary manoeuvre details:

Both manoeuvred when near apogee.

03054A manoeuvred on 2003 Dec 07, near its 09:20 UTC ascending node, on a
high-elevation pass of Diego Garcia, decreasing its perigee by about 0.6 km.

03054B manoeuvred on 2003 Dec 07, near its 14:45 UTC ascending node, on a
high-elevation pass of Ascension Island, decreasing its perigee by about 1.1 km.

If subsequent tracking/analysis materially changes these findings, I will post a
revision.
