I believe that the change in mean motion from about 13.405350 to about 13.405210 (a change of -0.000140) can be explained by a single event changing the velocity by about 7 meters per second about two days ago. I believe that such a change in mean motion is comparable to the changes that have been seen when some Cosmos rockets changed their tumble periods some years ago. So I would assume that this is simply a venting of left-over gases.
