Ted, I plan to accept USSTRATCOM's delegated authority to assign COSPAR IDs, however abused, and use in my catalogs 2003-054A 28095 USA 173 2003-054B 28096 Centaur 2003-054C 28097 USA 173 P/L 2 (where P/L stands for payload) Are the two payloads still the same brightness? I still believe it likely that in the new type system one payload is a 'parent' satellite rather than both being identical.
