I ran a test of guide 8 using STK ver 5. Test data For SDP4 used is, what appears in 

Project Spacetrack Report Number 3

which is found here

Well Guide passed with flying colors:)

So I beleive ted's program is causing the problem, as the orbit 

1 27542U 02048C   03355.83333333  .00000000  00000-0  00000-0 0  1564
2 27542  69.6631  68.7344 8843894 310.2100   0.7376  0.36887561    69

appears to be wrong somewhere
