Russell Eberst observed 03054A running more than 1 s early on consecutive passes, revealing a small manoeuvre to decrease altitude. I had been expecting a small manoeuvre up, toward approx 13.4044 rev/d, which I suspect to be the planned final mean motion. 03054C trailed 03054A by 17.7 s, closing at the rate of about 0.37 s/rev. Barring further manoeuvres, they will be within 8 s of each other late on Dec 31, at about which point they may manoeuvre to stabilize their separation.
