    As I understand it, the intent was to include only operational satellites. There
    is some doubt whether or not Lacrosse 2 remains operational. Lacrosse 1 was
    de-orbited at the end of its useful life, so the continued presence of Lacrosse
    2 in orbit suggests that it remains operational. On the other hand, it is very
    old, and it cannot be ruled out that it died suddenly, preventing de-orbit. Time
    will tell.
