As far as I know, there *is* no 5th stage for the PSLV launch. But perhaps NORAD mistakenly thought there would be. In any case, 39372 has not been assigned. Sometimes they leave gaps in the catalog for months and then go back and assign them, so I wouldn't hold your breath for seeing 39372 any time soon. I agree that 39447 is reserved for 2013-066AH. It is possible that one of the Unisat-5 subsatellites did not yet eject from Unisat-5.
