TLEs, possibly not, but you might play with 
https://www.space-track.org/#queryBuilder to see what best answers your 
needs. From the Home menu in the upper left, select "QUERY BUILDER."

One that page opens, select Class "satcat," Order By "INTLDES," Sort 
"Ascending," and select a format you can use from "json," "html," "csv," 
or "xml." I would recommend a "Predicate" of "LAUNCH_YEAR," "Operator" 
of ">," and value of "1957" if you want the entire catalog. Finally, 
select "BUILD QUERY" lower on the page, then "RUN QUERY" in the 
middle-right. This will result in the most-recent data for each vehicle 
in the current catalog eventually being displayed in a new tab or 
window. This will probably be a little less than 27 megabytes if you 
choose JSON. There will be 58,447 or more vehicles described, and not 
all of them will still be on orbit.

You might need to use the API directly for other formats, but I haven't 
used TLE in a while.

This all supposes that you have a Space-Track.org account and agree to 
abide by the Terms of Use. Getting an account is fairly straight-forward.
