Mike, I assume those elsets are not result of computer's mistake. It seems that SpaceCom guys linked the biggest part of fragmented (exploded?) 87068B rocket body to old international/catalog designations. It's usual procedure when fragmentation occurs, but sometimes they changes their first opinion reassigning ID/catalog numbers to another object Here is TLEs for 7 objects assosiated with that event of possible explosion (fragmentation due to collision?). I found only two objects - 12724 and 22509, which made close approaches to 87068B/18313 late on Feb 16.
