NOSS 2-3 rocket obs

Below are my obs of an impressive transit earlier this evening by the
decaying NOSS 2-3 rocket, #23907. It was indeed going like a rocket and
was within a second or so of a Quicksat prediction from Mike's elset:

I expect SpaceCom to declassify elsets for this before the end of this
month, probably about the day of its first appearance in the 60d Decay
