I assume, identification of #23907 as Titan IV R/B is wrong.
Taking into account the SpaceCom policy give preliminary
designations to all orbiting objects in particular launch PRIOR TO
launch will made it seems to me that most probable identification
is following:

23862 - mystery Titan launch dispencer == NOSS II itself.
23863 - Titan IV R/B
These two objects were cataloged first since they were first
SEPARATE objects in this launch after. At the time of
cataloging 23862 consisted of 6 payloads (1 NOSS II, 3 SSU II and
2 TiPS).
You probably remember that just one payload separated at the first
time from 23862. It was cataloged as 23893 and is clearly SSU.
At the second time there were two simultaneously separated object
which are the SSU also and have numbers 23907 and 23908.
So,
23893, 23907 and 23908 - SSUs
After that TiPS payload was separated and each end mass of it
had obtained own number - 23936 and 23937.
Objects with #23938 and #23939 are probably debris which were
released from the NOSS II (#23862) during it's manoeuvre.
Previous NOSS II - type launches also has two similar objects.
Recently cataloged 25609 and 25610 are real mistery since in
previous NOSS II launches there were no similar cataloged
objects (or they were not cataloged and still are under 8XXXX numbers).
