Spacecom has switched the elsets for 2000/004 objects

    Current elsets for the 2000/004 payloads show that Spececom has
    switched the orbital elements that belong to 4 of the 5 objects:
    
    Objects B and C were switched.
    Objects A and E were switched.
    Object D was unchanged.
    
    So now OCS really is C and JAWSAT really is E.
