According to the STARSHINE homepage: Although the initial deployment was not a success (the Hitchhiker canister aboard the Shuttle failed to spin the ball, since it was fixed following a previous shuttle mission in which it spun a satellite it wasn't supposed to), STARSHINE should begin to spin more rapidly once it begins to encounter the atmosphere. Thus, it should be flashing more and more.
