    According to the STARSHINE homepage:

Although the initial deployment was not a success (the Hitchhiker canister
aboard the Shuttle failed to spin the ball, since it was fixed following a
previous shuttle mission in which it spun a satellite it wasn't supposed to),
STARSHINE should begin to spin more rapidly once it begins to encounter the
atmosphere. Thus, it should be flashing more and more. So now is the time to
    look! -Ben 40.5770N, 73.9480W
