    Ben, All the globalstar launch upper stages whether US launched on
    Delta's or Russian launched on a Soyuz, do a burn after releasing
    the satellites to deliberately lower the perigee of the orbit
    so they decay quickly. This is of course a desireable action to reduce
    the amount of useless objects in orbit.
