    The sign-on URL is
I was able to sign-on OK but using "Retrieve TLE Data by Satellite ID Number" for individual TLEs was sometimes hit-and-miss. By that I mean it returned a web error about 1 out of every 3 tries (I know I was using valid NORAD ID numbers, and sometimes the same number(s) would work when just before that had resulted in an error). I did a "Bulk Catalog Data Download" of the full catalog with no problems.
