    It appears to be a Shahab-3
    (http://en.wikipedia.org/wiki/Shahab-3)MRBM. If so and if launched
    straight up as a sounding rocket, it should be able to lift an
    instrument package to an altitude of several hundred km, perhaps more
    than 1,000 km. The nose section doesn't seem to have been modified much
    if at at all from the missile version, so I doubt it could have placed
    anything into orbit.
