    I have no record of 24948 = 97-51E flashing. PPAS records have only one
    entry, which is a flare:
    
    97- 51 E 06-01-20 16:34:00   ANO                      -2.5->3.5
    
    And a check of SatFlash (the PPAS online database) has only this result. So
    I would say it has not, to our knowledge.
