Except that the orbit is very stable, and the epoch of the elements precede your observation by only about 6 h, so the time residual would be expected to be much less. Perhaps there is an along-track residual that is making the time look bad. If you used ObsReduce, and can e-mail me the time-stamped image plus the relevant *.det file, I will review your reduction.
