It seems that this same object (2006-015A) was observed in Finland on Feb 22 morning. Heikki Kauppinen from Espoo observed this at 4.09 UTC. The object was flashing with 5 seconds period and maximum magnitude at peaks were near -3 magnitude (very bright).
