Using Orlando FL I get a near zenith pass with max
elevation around 658 PM EST for the ISS.

The Cygnus spacecraft (Using Marco's pre-launch elset)
has a maximum elevation pass of about 26 degrees at
azimuth 233 degrees just before 717 PM EST.  It passes about
seven degrees below Venus around 25 seconds earlier.
