    Lost the message of the author this post was meant for so please
    excuse the bandwidth.
    
    Thanks for the advisory! Yes...the 1900 is an issue, but not harmful for
    programs looking at the last two year digits until the year 2057 when the
    digits repeat.  And yes, maybe the four digit year format should be used
    for all applications.  As a known problem, programs will now have to test
    for it regardless of year format.  
    
    On a related topic.
    
    USSPACECOM has stated they are not concerned about the format of TLEs
    until the year 2057 (as relates to epoch dates).
